UNDP and Netherlands launch mine action training for persons with disabilities in Ukraine

Kyiv, 12 August 2024 – The United Nations Development Programme (UNDP) in Ukraine, with support from the Government of the Netherlands, has launched a pioneering project to train a group of 12 persons with disabilities, who have impairments due to Explosive Ordnance, in the use of Uncrewed Aerial Vehicles (UAVs) and imagery analysis for humanitarian mine action. 

The initiative is a significant step towards enhancing employment opportunities for persons with disabilities while contributing to critical humanitarian mine action efforts in Ukraine.

This project aims to equip participants with the skills and knowledge required to operate UAVs and conduct imagery analysis, essential for identifying and mapping mine-contaminated areas. The training programme will cover various aspects of UAV operation, data collection, and analysis, ensuring that participants are well-prepared to contribute effectively to mine action activities.

Dutch Ambassador to Ukraine Alle Dorhout said the project would not only aid in the demining of Ukraine but would also empower individuals who have been affected by the conflict. 

“The Netherlands is proud to support this valuable initiative,” Dorhout said. “By empowering persons with disabilities through specialised training in UAV technology, we’re not only enhancing their employment prospects but also contributing to the crucial task of mine clearance in Ukraine. The skills and opportunities provided through this training are crucial for rebuilding lives and communities.”

UNDP Resident Representative in Ukraine Jaco Cilliers said the project was a testament to the power of innovation and inclusivity.

“By integrating persons with disabilities into mine action efforts, we’re not only providing them with valuable skills but also strengthening the overall mine action capacity in Ukraine,” Cilliers said. “We’re grateful to the Government of the Netherlands for their support and partnership in this endeavour.”

Ihor Bezkaravainyi, Deputy Minister of Economy of Ukraine, said the use of UAVs and advanced imagery analysis represented a significant advancement in Ukraine’s mine action capabilities. 

“Training persons with disabilities to operate this technology not only addresses the immediate need for skilled personnel in mine action but also promotes social inclusion and empowerment,” Berkaravainyi said. “We look forward to seeing the positive impact of this project on our communities. This project also lays the foundation for sustainable development.”

The project will be implemented in close collaboration with national and international mine action partners, ensuring that the training programme aligns with best practices and industry standards. Participants will receive comprehensive training, including theoretical instruction and hands-on practice, under the guidance of experienced professionals. The goal of the project is to enhance employment opportunities for persons with disabilities and contribute to humanitarian mine action in Ukraine through specialised training in UAV operation and imagery analysis. The training will involve theoretical instruction, hands-on practice with UAVs, and study of data collection and imagery analysis techniques. Once trained, those directly affected by mine contamination in Ukraine will themselves be able to support mine action activities, improve their employability, and contribute to the safety and security of communities affected by landmines and explosive remnants of war.
