Green Energy Recovery Programme in Ukraine

Project summary:

To address immediate needs caused by recent damage, the UNDP in Ukraine is mobilizing efforts to repair and restore critical energy infrastructure under the multi-year, multi-donor Green Energy Recovery Programme. The programme expands the UNDP’s engagement in supporting the energy system’s reconstruction and recovery, building on partnerships, results and lessons learned under the “Winterization project” (2023 – 2024).

Through the programme, the UNDP is procuring essential equipment, supporting its installation, and providing training to service providers and recipient institutions such as hospitals. This is to ensure there is a stable and reliable supply of energy, particularly during the challenging winter months, amid repeated attacks on critical energy infrastructure.

Beyond addressing immediate needs, the UNDP is committed to advancing Ukraine's green transition through strategic initiatives aimed at building long-term resilience. Capacity development is a key component of this strategy, with training programs for local authorities and activities to ensure the greater inclusion of women in the energy sector. Feasibility studies are being conducted to explore sustainable energy solutions at the oblast (region) and Hromada (community) level, so that future energy infrastructure is both resilient and environmentally friendly. Furthermore, boosting energy efficiency is a key pillar in the short and long term for reducing energy consumption, as it alleviates pressure on the energy system and also reduces costs.

The project is funded by the governments of Japan, Norway, Sweden, Denmark, the Republic of Korea, Belgium, Germany and Iceland. 

Project goals:

The UNDP's multi-year, multi-donor energy programme focuses on two overarching priorities: the urgent provision of critical energy infrastructure and generation capacity, and strategic outputs to accelerate the transition to green energy. This dual approach aims to both mitigate immediate vulnerabilities and lay the groundwork for a sustainable energy future in Ukraine.

Expected results:

The project is expected to support the implementation of the national energy strategy and the decentralization of the national energy system to support the reliable and uninterrupted supply of electricity in Ukraine. This continuity will enable hospitals, water treatment facilities, and other essential services to function without interruption – significantly enhancing the living conditions and safety of the population.
