Strong Labour Market Institutions: Comprehensive upgrading of the State Employment Service and VET providers

To help introduce modern management practices, digital solutions and inclusive approaches to the activities of the State Employment Service (SES) of Ukraine and vocational education and training (VET) providers, UNDP has launched the “Strong Labour Market Institutions: Comprehensive Upgrading of the State Employment Service and VET providers” project.

The project is intended

to revitalize the labour market and facilitate rapid and effective economic recovery. It is being implemented as part of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH project, Skills4Recovery, with generous support from the Government of Germany.

The key outputs of the project are the following:

  • Strengthening the organizational capacity of the SES and VET providers by developing and introducing innovative tools and approaches in their activities.
  • Building the capacity of VET providers and methodological centre staff by training on innovative labour market revitalization approaches, modern management, and digital solutions.
  • Strengthening the VET providers in delivering services to persons with disabilities (inclusion audit and accessibility assessment, development of strategy, training of inclusion focal points, and so on).
  • Empowering women and activating vulnerable people to participate in the recovery of Ukraine actively and professionally (through an information campaign, motivational stories, role models, and so on). 
  • Fostering links between SES and VET providers and employers to ensure effective collaboration among key labour market actors.

Background

The “Vocational Education in Ukraine / Skills4Recovery” Programme is intended to support initial and further training of skilled labour in four economic sectors relevant to the recovery process: construction, transport and logistics, agriculture, and services.

The Programme is achieving its objective by strengthening the capacity of VET providers for delivering quality and market-oriented educational services, engaging vulnerable groups, and cooperating with employers.

The Programme is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.

The Skills4Recovery Programme is being carried out between mid-2023 and mid-2026, and covers six regions (Lviv, Vinnytsia, Chernivtsi, Kyiv, Poltava, and Dnipro).
