Ukraine Early Recovery Programme

Project background:

The European Investment Bank (EIB), in cooperation with the government of Ukraine, has provided financing for a first Early Recovery Programme (ERP) multi-sector framework loan, targeting early recovery investments on critical infrastructure in conflict-affected areas, and to support basic needs to ensure decent living conditions for displaced people and host communities. Ukraine’s public and private infrastructure, including water and power supply systems, as well as educational and health facilities, already affected by decades of underinvestment, neglect, and inadequate maintenance, have been further damaged in Donetsk and Luhansk oblasts due to the ongoing conflict.

The ERP framework loan of an amount of EUR 200 million aims to support multi-sector investment schemes in the municipal and social infrastructure sectors to cope with the consequences of the conflict in east Ukraine, as well as the flux of IDPs to other regions of the country.

Due to the complexity of planning and implementation, the EIB requested technical assistance from the International Renaissance Foundation (community development) and UNDP (capacity development and project cycle support incl. monitoring). UNDP’s role will be to serve as a competence resource for the decentralized Technical Assistance Units (TAUs) so as to successfully manage the programme at regional level and support the preparation and implementation of the sub-projects at local government levels.

Overall project objective:

To support the proper implementation of the Ukraine Early Recovery framework loan provided by the EIB, and to enhance the capacities of the Promoter and Final Beneficiaries to effectively plan, operate, and monitor the sub-projects to be financed under the loan. The TAUs will also support programme monitoring in social mitigation issues and local governance support .

Project goal:

To contribute to ERP implementation through effective on-site project monitoring, with the co-current capacity development of final beneficiaries, and to support all phases of the project cycle (including but not limited to planning, pre-design and design engineering, procurement, implementation and monitoring).

Expected results:

- Efficient and effective management, monitoring in consultation with the EIB, the Ministry of Regional Development, Construction, Housing and Communal Services, local consultants and civil society and reporting on ERP implementation to ensure that the overall progress and results meets stated goals in a timely manner;

- Improved competence of final beneficiaries assigned to the Technical Assistance Units to perform tasks related to projects selection, programme implementation and oversight;

- Increased ownership and commitment of Final Beneficiaries to the Programme throughout the life of TAU operation.

Key results to date:

- Formation of a solid partnership with EIB to help reduce corruption risks in the implementation of the €200 million recovery loan for local governments in the five eastern oblasts of Ukraine;

- Oversight and monitoring of 96 infrastructure projects, including hospitals and municipal residential facilities. Five social infrastructure sites are under construction in Myrnohrad, Donetsk Oblast.
