Accessibility of state authorities’ websites. Report on study results in 2023

This is the third analysis in a series of annual studies of the basic accessibility of 100 government online resources in 2023. UNDP conducts them according to a specially developed methodology in order to assess the accessibility of public bodies’ websites, identify the most common problems, and help to eliminate them.
The study examines how many state websites in Ukraine are fully accessible to people with disabilities, how the situation has changed over the last year, and which state bodies have demonstrated the greatest progress in increasing the accessibility of their resources over the year.
The report was authored by Dmytro Popov, a consultant on digital accessibility at the United Nations Development Programme (UNDP) in Ukraine, director of the Digital Accessibility Laboratory LLC, and a certified specialist of the International Association of Web Accessibility Specialists (IAAP WAS).
The results of previous studies for 2022 and 2021 are also available.
The study was carried out with support from the Government of Japan in partnership with the Ministry of Digital Transformation of Ukraine as part of the “Digital, Inclusive, Accessible: Support to Digitalization of Public Services in Ukraine” project, which is implemented by UNDP in Ukraine with financial support from Sweden.
