Analytical report on the “Opinions and views of the Ukrainian population regarding state electronic services”

This report is based on the results of a sociological survey of the adult population on the use of digital services carried out in 2022
A Ukrainian national survey was conducted by the Kyiv International Institute of Sociology (KIIS) in September 2022, as part of a regular omnibus, at the request of the United Nations Development Programme in Ukraine and in partnership with the Ministry of Digital Transformation of Ukraine.
The survey aimed to study the opinions and views of Ukrainians aged 18 and older on various issues related to the use of state electronic services. The survey was conducted with respondents who lived on the territory controlled by the government of Ukraine as of 23 February 2022, using computer-assisted telephone interviews (CATI). The survey was conducted from 15 to 22 September 2022.
This is the third survey of this kind. In September 2020 and 2021, KMIS conducted similar surveys at the request of UNDP. Their results are also compared in this report.
The research was organized within the “Digital, Inclusive, Accessible: Support to Digitalization of State Services in Ukraine (DIA Support)” project, which is being implemented by UNDP in Ukraine with the financial support of Sweden.
