Uzbek Delegation Studies Germany’s Experience in Supporting Small and Medium Enterprises (SMEs)

From 6 to 12 October 2024, a study tour was held in Berlin and Potsdam for a delegation from Uzbekistan, organized within the framework of the joint project of the Ministry of Economic and Finance of the Republic of Uzbekistan and UNDP “Empowering the Youth to Embrace the Digital Economy and Digital Entrepreneurship”.

The participants of the delegation, including representatives from state institutions such as the Ministry of Economy and Finance, the Ministry of Justice, the Tax Committee, the Central Bank, the Institute for Macroeconomic and Regional Studies, and the Agency for Statistics, had the opportunity to explore best practices from Germany’s public and private organizations in supporting entrepreneurship and implementing innovative solutions for sustainable economic growth.

The main objectives of the study tour were as follows:

  1. Study of government policies and support mechanisms for SMEs: The delegation familiarized themselves with Germany’s state programs aimed at stimulating and supporting small and medium enterprises, with a focus on innovation and simplifying access to financing and resources.
  2. Learning best practices in digital entrepreneurship: The participants visited startup incubators, technology parks, and training centers where they were introduced to successful examples of innovative business solutions.
  3. Financial support and access to capital for entrepreneurs: The delegation paid special attention to financing mechanisms for SMEs, including government subsidies, concessional lending, microfinance, and attracting private investments.
  4. Skill development and human capital enhancement: Participants were introduced to vocational training and upskilling programs, particularly for youth, aimed at using digital technologies and innovations for business growth.
     

During the tour, the delegation visited key institutions and organizations in Berlin and Potsdam, gaining valuable insights into financing mechanisms and advanced training systems. The focus was on developing more effective policies to support SMEs, improving digital skills, and accelerating entrepreneurial initiatives in Uzbekistan.

The delegation conducted productive meetings and discussions with the following organizations:

  • KfW Development Bank, including KfW Mittelstandsbank and KfW Capital, where innovative solutions for SME financing were presented.
  • TUMO-Lernzentrum, an innovative educational center specializing in the development of digital and creative skills among young people.
  • IHK Potsdam Business Festival: An event that provided networking opportunities and an introduction to the local business ecosystem.
  • German Economic Team, where experts shared their knowledge on economic policy and SME support.
    University of Potsdam Startup Service, where participants studied initiatives to support startups and promote innovation.
  • Federal Ministry of Economic Affairs and Climate Action (BMWK), where the delegation discussed national strategies and policies aimed at supporting economic growth and sustainability.

As a result of the tour, participants will be able to apply the knowledge gained to develop and implement new approaches to supporting small and medium enterprises in Uzbekistan. Special attention will be given to the introduction of digital technologies and the creation of conditions for the development of innovative entrepreneurship. It is expected that this will also strengthen cooperation with Germany in the development of SMEs and the digital economy, supporting the sustainable development of Uzbekistan.
