Towards piloting Integrated Case Management in Uzbekistan

This analytical paper explores the implementation of an Integrated Case Management (ICM) model in Uzbekistan, with a focus on supporting persons with disabilities. This report, produced by The National Agency for Social Protection under the President of the Republic of Uzbekistan, the United Nations Development Programme (UNDP), and the European Centre for Social Welfare Policy and Research, provides a comprehensive assessment of the current state programs in social protection and labor systems. It emphasizes the importance of a customer-centered approach in social and employment policies and outlines a step-by-step methodology for developing and implementing ICM. The paper discusses the potential pilot project in Tashkent, highlighting the roles of key stakeholders, including the National Agency for Social Protection, Inson Centres, and Public Employment Services. Recommendations are provided for upskilling case managers, improving inter-institutional coordination, and developing targeted employment measures. The ultimate objective is to enhance the employability and social inclusion of persons with disabilities by delivering integrated services that meet both their social and employment needs.
