Underscored by the theme – ‘Reinforcing the Foundation for Inclusive Growth and Development’ – the Analysis of the 2023 Budget provides insights on the Government of Zambia’s key focus areas for development in the coming years. 

This document analyses the Government’s efforts towards development, focusing on governance systems, followed by the macroeconomic objectives, and then fiscal measures. 

The contents of the document explores environmental sustainability, critical assessments and suggestions for future improvements, caution for effective budget execution, and the navigation of moral hazards of populism towards the decentralisation of development as the Government of Zambia works to  bring development closer to the people.

The budget analysis was developed by the Zambia Institute for Policy Analysis & Research, with technical support from the UNICEF Zambia and the UNDP Zambia — through the Strategic Policy Unit.
