The State of Play Process and Procedures for Screening, Prosecution, Rehabilitation and Reintegration in the Lake Chad Basin

Boko Haram violence in the Lake Chad Basin (LCB) Region has created a social, political, security, and humanitarian crisis that could last for years. 

Recognizing the need for flexibility to defuse conflicts with a view of restoring social, economic, and political life in the absence of a framework such as that provided by conventional peace processes or agreements, the governments of Cameroon, Chad, Niger, and Nigeria have undertaken actions to develop and operationalize Disengagement, Disassociation, Reintegration and Reconciliation (DDRR) programs for former associates of Boko Haram/the Islamic State West Africa Province (BH/ISWAP). They have good experiences demobilizing and reintegrating members of armed forces and groups not designated as terrorist organizations by the Security Council.

The state of play background study provides an overview of the process and procedures for Screening, Prosecution, Rehabilitation, and Reintegration in the Lake Chad Basin region affected by the Boko-Haram crisis and shares the national and regional initiatives underway, and helps clarify some of the terms used in the region when referring to SPRR.
