Committing to Transparency and Accountability: #EU4Schools Transparency Portal provides real time updates on the reconstruction of education facilities

Tirana, 27 January 2021 - The #EU4Schools Transparency Portal (http://eu4schoolsportal.al/) went live today. The Portal provides transparency and real time information about the reconstruction and repair of 58 education facilities that were destroyed by the 2019 earthquake that hit Albania.

“The EU4Schools programme embodies one of the principle values of the European Union: solidarity. For us, it is crucial that EU donations reach the people and meet their needs. The portal - launched today by UNDP - provides transparency, nurtures trust and helps communities, the media, the public at large to see how EU funds improve people’s lives,” EU Ambassador Luigi Soreca said.

The Transparency Portal is designed to serve as a communication channel with the beneficiaries of the #EU4Schools programme and the public at large and contributes to building a culture of information sharing and openness.

“Transparency is the cornerstone of our work. This portal takes EU4Schools open data and transparency commitment to a new level. It allows open, comprehensive public access to the reconstruction process and helps build trust with beneficiaries and the public at large. I invite everyone to visit it, utilise it and have a say!” UNDP Resident Representative Limya Eltayeb said.

All EU4Schools related information is organised in clear and accessible data, structured through navigation and only a few clicks away from the public. Information consists of several categories:

· Name and geographical location of the educational facilities being repaired or reconstructed as part of the EU4Schools programme.

· Municipalities/administration units where the education facilities are located.

· Categorisation of the works: repairs or reconstruction.

· Typology of education facility, from crèches to high school and dormitories.

· Comprehensive data on the number of pupils, children, teachers and community members benefitting from the programme.

· Number of classrooms, laboratories and sport facilities for each education facility.

· Contract value for each education facility, as well as the construction and supervision. companies contracted to implement and supervise the works.

· Infographics and other updated programme data.

The Transparency Portal mirrors two important founding principles of the EU4Schools programme:

· Build Back Together, which includes extensive and inclusive consultations with programme beneficiaries and communities on the School I Want (#SchoolIWant). The consultation process contributed, and will continue to contribute, to the improvement and finalisation of the technical designs for the education facilities among all community members.

· Build Forward Better, which aims to build education facilities fit for a dynamic future. Thus all educational facilities will be in line with best European standards, focusing in five areas such as: (i) stronger buildings – based on Eurocode 8 standards, (ii) high accessibility – to support access for people with disabilities, (iii) energy and environmental friendly buildings- all equipment will be in line with best standards aiming to increase energy efficiency and being environmental friendly, (iv) digital solutions and technology- equipment will be projected and installed and (v) health and safety – all facilities will have necessary equipment to ensure health and security of all personnel and children as well as dedicated spaces for socio-psychological services.

Updated regularly as the reconstruction process moves on, the Transparency Portal enables programme’s direct beneficiaries to follow the process step-by-step. The EU4Schools programme, funded by the European Union and implemented by UNDP, supports Albania to reduce social and economic losses, and to accelerate the recovery process through educational facility repairs and reconstruction after the 2019 earthquake. 20,000 school and kindergarten children as well as more than 200,000 community members will benefit from the EU4Schools programme.

Tiranë, 27 janar 2021 - Portali i Transparencës #EU4Schools (http://eu4schools-001-site1.ctempurl.com/index.aspx) nga sot është i hapur për të gjithë. Portali siguron transparencë dhe informacion në kohë reale në lidhje me rindërtimin dhe riparimin e 58 objekteve arsimore që u shkatërruan nga tërmeti i vitit 2019 që goditi Shqipërinë.

“Programi #EU4Schools mishëron një nga vlerat kryesore të Bashkimit Evropian: solidaritetin. Për ne, është thelbësore që donacionet e BE-së të arrijnë te njerëzit dhe të plotësojnë nevojat e tyre. Portali – botuar sot nga UNDP-ja - ofron transparencë, ushqen besimin dhe ndihmon komunitetet, median, si dhe publikun e gjerë për të parë se si e përmirësojnë jetën e njerëzve fondet e BE-së”, tha Ambasadori i BE-së Luigi Soreca.

Portali i Transparencës është krijuar për të shërbyer si një kanal komunikimi me përfituesit e Programit #EU4Schools dhe me publikun në përgjithësi dhe kontribuon për ndërtimin e një kulture të shkëmbimit të informacionit dhe hapjes.

Të gjitha informacionet lidhur me Programin #EU4Schools organizohen në të dhëna të qarta dhe të arritshme, të strukturuara përmes lundrimit dhe vetëm disa klikime larg publikut. Informacioni përbëhet nga disa kategori:

• Emri dhe vendndodhja gjeografike e objekteve arsimore që po riparohen apo rindërtohen si pjesë e Programit #EU4Schools.

• Bashkitë/ njësitë e administratës ku ndodhen objektet arsimore.

• Kategorizimi i punimeve: riparime apo rindërtime.

• Tipologjia e institucionit arsimor, nga çerdhet te shkolla e mesme dhe konviktet.

• Të dhëna gjithëpërfshirëse për numrin e nxënësve, fëmijëve, mësuesve dhe anëtarëve të komunitetit që përfitojnë nga programi.

• Numri i klasave, laboratorëve dhe mjediseve sportive për secilin objekt arsimor.

• Vlera e kontratës për secilin objekt arsimor, si dhe ndërtimi dhe mbikëqyrja, kompanitë e kontraktuara për të zbatuar dhe mbikëqyrur punimet.

• Infografika dhe të dhëna të tjera të përditësuara të programit.

Portali i Transparencës pasqyron dy parime të rëndësishme themelore të Programit #EU4Schools:

• Rindërtojmë së bashku, që përfshin konsultime të gjera dhe gjithëpërfshirëse me përfituesit e programit dhe komunitetet për “Shkollën që Dua” (#SchoolIWant). Procesi i konsultimit kontribuoi, dhe do të vazhdojë të kontribuojë, për përmirësimin dhe finalizimin e projekteve teknike për objektet arsimore mes gjithë anëtarëve të komunitetit.

• Ndërtojmë më mirë, që synon të ndërtojë objekte arsimore të përshtatshme për një të ardhme dinamike. Kështu, që të gjitha objektet arsimore do të jenë në përputhje me standardet më të mira evropiane, duke u përqendruar në pesë fusha, të tilla si: (i) ndërtesa më të forta - bazuar te standardet Eurocode 8, (ii) qasje e lartë - për të mbështetur qasjen për personat me aftësi të kufizuara, (iii) ndërtesa miqësore me energjinë dhe mjedisin - të gjitha pajisjet do të jenë në përputhje me standardet më të mira që synojnë të rrisin efikasitetin e energjisë dhe të jenë miqësore me mjedisin, (iv) zgjidhje digjitale dhe teknologji - do të projektohen dhe instalohen pajisje, dhe (v) shëndeti dhe siguria - të gjitha objektet do të kenë pajisjet e nevojshme për të siguruar shëndetin dhe sigurinë e gjithë personelit dhe fëmijëve, si dhe hapësira të dedikuara për shërbime socio-psikologjike.

I përditësuar rregullisht, ndërsa procesi i rindërtimit vazhdon, Portali i Transparencës u mundëson përfituesve të drejtpërdrejtë të programit ta ndjekin procesin hap pas hapi. Programi #EU4Schools, i financuar nga Bashkimi Evropian dhe i vënë në zbatim nga UNDP-ja, mbështet Shqipërinë për të zvogëluar humbjet sociale dhe ekonomike, si dhe për të përshpejtuar procesin e rimëkëmbjes përmes riparimeve dhe rindërtimit të objekteve arsimore pas tërmetit të vitit 2019. 20.000 fëmijë shkollash dhe kopshtesh, si dhe më shumë se 200.000 anëtarë të komunitetit, do të përfitojnë nga Programi #EU4Schools.
