Study on Access to Justice in Albania

As part of the implementation of the project “Expanding Free Legal Aid Service for Women and Men in Albania” (EFLAS), an in-depth comprehensive assessment was conducted in 2024 to evaluate the current state of access to justice and the effectiveness of legal aid services in Albania, with a particular focus on vulnerable groups. The study examines how the developments in the legal aid framework since the last survey in 2017 have addressed relevant needs and improved access to justice.

The assessment utilizes both quantitative and qualitative data collected through a national household survey, an online survey with stakeholders (including legal aid providers and other professionals), interviews with key informants, and focus group discussions. The findings aim to identify key justice-related challenges, assess the impact of recent legal aid reforms, and propose recommendations to enhance the system, ensuring equal and unhindered access to justice for all citizens.
