Across Albania, a quiet but powerful transformation is underway. As the country progresses toward European Union (EU) integration, the Regional Programme for Local Democracy (ReLOaD) is strengthening the foundations of local governance. By bridging municipalities and civil society organizations (CSOs), ReLOaD is fostering transparency, inclusion, and sustainable development. From empowering youth to amplifying women’s voices in Lushnje, the programme demonstrates that meaningful change—and the path to Europe—begins at the local level.

Since its launch in 2017, ReLOaD has worked in 18 Albanian municipalities, delivering results that extend far beyond local borders. By introducing a transparent funding model, the programme has transformed how municipalities collaborate with CSOs, turning them into strategic partners rather than mere subcontractors. This shift has rebuilt trust in local governance—a critical step as Albania aligns with EU standards under the EU Growth Plan for the Western Balkans.
In Kukës, Gladiola Ismailaj reflects on the change: “Before ReLOaD, we struggled to involve citizens in decision-making. Now, with CSOs as our allies, we’re funding projects that truly matter to people. It’s made local governance more accountable, and people see it.” This transparency has minimized corruption risks, enhanced financial management, and boosted public confidence—key pillars of EU-aligned governance.
At the heart of ReLOaD’s success is its empowerment of CSOs, which have become vital engines of change. In Kamza, Rezalt Kasaj runs a youth-focused CSO supported by ReLOaD. “We used to struggle for funds,” he says. “Now, with ReLOaD’s backing, we’ve launched a youth dialogue platform and advocacy campaigns to engage young people in local councils. It’s not just about money—it’s about being heard.”

ReLOaD’s impact extends beyond youth empowerment. In Lushnje, a women’s leadership initiative has taken root. “We’ve trained over 20 women to create a network in rural areas and join municipal committees,” says Nertila Zhupaj. “For the first time, our voices shape policies. ReLOaD gave us the tools to push for equality, and the municipality listened.” By integrating gender-sensitive policies into local agendas, the programme ensures that women are no longer sidelined—an essential EU priority.
In Kukës, Saranda, and Lushnje, ReLOaD-supported tourism projects are not only promoting Albania’s natural and cultural heritage but also creating educational programs and job opportunities for young people.

ReLOaD’s reach extends to the most vulnerable. In 2024, a project in Patos provided vocational training for unemployed women, helping them enter the labor market as caregivers and babysitters. “Our community was invisible to policymakers,” says Aurela, one of the program’s most active participants. “With ReLOaD’s help, we’ve partnered with the municipality to access employment opportunities—not just in Patos, but in Fier as well.”
Regionally, ReLOaD fosters collaboration across the Western Balkans, sharing best practices on youth engagement, climate action, and social inclusion. However, the path hasn’t been without obstacles.
“For many municipalities, managing public calls for CSO projects is uncharted territory,” acknowledges Juljan Papaproko, ReLOaD Project Manager. “It takes teamwork across departments and constant oversight—things we’re still perfecting.” A lack of standardized CSO funding procedures remains a challenge. “ReLOaD’s model is a game-changer—transparent and impactful—but sustaining it after our support ends is the real test.”
CSOs also face hurdles. “We rely heavily on donors,” admits Eltjana from GO2 Albania. “Without local public funds, our resources would dry up. We need stronger roots to stand alone.” Papaproko agrees, emphasizing the need for a cultural shift: “CSOs aren’t just service providers—they’re citizen advocates. Municipalities must see them as partners, not temporary hires.”
ReLOaD’s impact aligns seamlessly with Albania’s EU aspirations.
Adelina Farrici, Executive Director of the Association for Local Autonomy, puts it succinctly: “ReLOaD is our bridge to the EU. It builds the skills to handle EU funds, keeps governance open, and ensures no one’s left behind. That’s what Europe demands—and what our people deserve.”
Since 2017, ReLOaD has fostered a culture of trust, bringing together CSOs and local governments to tackle critical priorities such as education, health, and environmental protection.
In Kavaja, a youth initiative supported by ReLOaD and the municipality has sparked a surge in civic engagement. “Young people who once ignored politics now debate budgets with us,” says Arben, a municipal official. “That’s ReLOaD’s magic.”

In Saranda, youth-led initiatives emphasized the need for continuity in youth programs. “The municipality has heard our voices,” says Eliana Shkurti. “Backed by the Minister of State for Youth and Children and the National Youth Agency, we are finalizing a new Youth Center equipped with technological tools and programs for young people.”
As Albania prepares to leverage the opportunities of the EU Growth Plan, ReLOaD stands as proof of what’s possible when local action meets regional vision. It’s more than a programme—it’s a movement, empowering municipalities, amplifying CSO voices, and aligning communities with European values.
In the words of Juljan Papaproko: “ReLOaD isn’t just building projects—it’s building hope. We’re not waiting for Europe to come to us; we’re meeting it halfway.” With every transparent decision, empowered citizen, and collaborative step, ReLOaD is paving Albania’s path to a more inclusive, European future.
