Women's Empowerment Specialist, UNDP Libya

Khadija Elboaishi is a Gender Analyst at the United Nations Development Programme (UNDP), driving gender equality and women’s empowerment through policy advocacy, data-driven strategies, and inclusive program design. Her work focuses on integrating gender perspectives into governance, economic recovery, and climate action, with notable contributions to advancing women’s political participation and economic resilience.

Since joining UNDP, Khadija has led gender portfolio reviews, and developed the gender strategies,, contributing to the Country Office’s SILVER-level certification under the Gender Seal.

Holding a master’s in international law and human rights, Khadija combines academic rigor with field experience. She champions intersectionality and locally led solutions, mentoring activists and collaborating with grassroots organizations to amplify marginalized voices in development agendas.
