Analysis of the preliminary results of the GHG inventory and strengthening of reporting capacities within the framework of the UNFCCC and the Paris Agreement

To support Bosnia and Herzegovina in fulfilling its obligations under the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement, a two-day thematic workshop was organized in Bjelašnica. The focus of the workshop was on analyzing the preliminary results of the inventory of emissions of greenhouse gases (GHG) for the period 2019-2022, aiming to improve the national reporting system and strengthen capacities for more efficient monitoring and reduction of emissions.
The workshop brought together more than thirty experts and representatives of key institutions, including the Ministry of Foreign Trade and Economic Relations of Bosnia and Herzegovina, the Agency for Statistics of Bosnia and Herzegovina, entity hydrometeorological and statistical institutes, the Ministry of Spatial Planning, Construction and Ecology of the Republic of Srpska, the Ministry of Environment and Tourism of the Federation of Bosnia and Herzegovina, as well as representatives of the academic community and other relevant institutions. This multidisciplinary platform enabled a constructive exchange of knowledge and experience to improve the national monitoring and reporting system on greenhouse gas emissions and strengthen capacity to fulfill international climate obligations.
During the workshop, preliminary results from creating Bosnia and Herzegovina's GHG inventory were presented, with special emphasis on direct and indirect greenhouse gas emissions from 2019 to 2022. Emissions by sector for the same period were analyzed, providing detailed insight into the key sources of uncertainty in the inventory budget.
Through discussions, the participants put forward recommendations for improving the budgeting methodology, intending to increase the precision and reliability of data, which is crucial for quality reporting and the adoption of informed policies. In addition, a special segment of the workshop was dedicated to the creation and implementation of the third version of the Determined Contributions to the Reduction of Greenhouse Gas Emissions (NDC 3.0), as a strategically important document in achieving the goals of reducing emissions at the level of Bosnia and Herzegovina.
The workshop was organized as part of the project "Development of the First Biennial Report on Transparency of Bosnia and Herzegovina and the Fifth State Communication and the Second Biennial Report on Transparency in the Combined Report under the UNFCCC (5NC)", financed by the Global Environment Facility (GEF), and implemented by the United Nations Development Program in Bosnia and Herzegovina (UNDP). The 5NC project is aimed at strengthening the capacity of institutional partners, improving the framework for the inventory of greenhouse gases in Bosnia and Herzegovina, and integrating climate change issues into sectoral development policies.
