This policy brief outlines Eswatini's strategy for a Just Energy Transition (JET), which focuses on sustainability, inclusivity, and equity. Key principles include environmental stewardship, resource efficiency, and long-term viability. The strategy emphasises access to clean, affordable energy for all, gender equity, community participation, fair distribution of benefits and costs, social justice, and affordability.
The pathway to JET involves strengthening institutional capacities through whole-of-government and whole-of-society approaches, private-sector partnerships, incentives for renewable energy investments, and support for vulnerable populations. It also highlights the importance of inclusive decision-making, capacity-building, and education programmes.
Monitoring and evaluation are crucial, with clear metrics for success and continuous improvement. The transition aims to enhance energy security, align with national policies, contribute to climate goals, empower MSMEs, create green jobs, and ensure social inclusion.
Regionally, Eswatini is part of the Southern African Power Pool (SAPP), which promotes regional electricity trading and policy harmonisation. The document also draws lessons from South Africa's REIPPPP and Mauritius's biomass electricity generation, suggesting policy derisking instruments to attract private investment in renewable energy.
