Ethiopia's DDR gets underway

The National Rehabilitation Commission has initiated the demobilization and rehabilitation of 75,000 ex-combatants from the Tigray Region, marking a significant step in Ethiopia’s peace process.
This milestone in November 2024 in Mekele follows the establishment of the National Rehabilitation Commission aims to demobilize and reintegrate more than 371,000 ex-combatants across seven regions over the next two years.
The ambitious initiative, with a projected budget exceeding $760 million, is designed to facilitate the transition of former combatants into civilian life while fostering long-term peace and stability.
Preparatory Efforts
The Commission collaborated closely with the Tigray Region Interim Administration and federal institutions to lay the groundwork for the programme. Efforts included identifying eligible participants, preparing psycho-social and civic rehabilitation training materials, training programme facilitators, enhancing registration systems, and setting up rehabilitation centers with necessary logistics and supplies.
Rehabilitation Process
Participants entering the rehabilitation centers undergo a six-day programme that includes digital registration and verification, psycho-social counseling, and civic training. The process is designed to address their immediate needs and equip them for reintegration into society.
To ensure a smooth transition, participants receive a reintegration fee upon completion of their stay and are escorted to their communities. This support aims to prevent economic challenges and promote stability as they rebuild their lives.
A Multi-Partner Initiative
The support to the National Rehabilitation Commission is coordinated through a UNDP managed programme emphasizing collaboration between international and national stakeholders. The NRC has also received support from the African Union.
