UNDP is supporting the National Dialogue Commission which is mandated to facilitate an effective national dialogue process.
The project has been designed taking into account key conceptual considerations and success factors related to national dialogue processes. Five such considerations stand out: i) a national dialogue is a nationally-owned political process, aimed at generating consensus about key national issues among a broad range of stakeholders with an emphasis on inclusivity, transparency and independence; ii) it is a mechanism to help find workable solutions to competing interests and needs, addressing contested issues that existing formal institutions are not able to resolve credibly and/or conclusively; iii) outside engagement refers to the additional resources that the ENDC may consider will assist in the discharge of the ENDC mandate, where present, that can range from a political support role to logistical, technical and/or moral support; iv) internal actors' role can also be considered such as insider mediators, facilitators, conveners and experts with specialized knowledge and skills; and v) a national dialogue process neither replaces legitimate state institutions nor is it intended to become a permanent platform, being established for a specific purpose and timebound duration.
The project's expected outputs and indicative activities
Output 1: A National Dialogue Commission is established that is independent, trusted, empowered and enabled to engage citizens, including women and youth, and other stakeholders.
Output 2: An inclusive, transparent, gender-sensitive, and participatory national dialogue is launched in a timely manner that finds broad, if not universal, acceptance among the population and key stakeholders.
Output 3: Potential solutions found for several, if not all, of the most critical issues facing Ethiopia become a part of substantive discussions within the national dialogue and its follow-up, attracting as well as focusing civic and political energies
