Evaluation Excellence Awards 2022

The UNDP Independent Evaluation Office is delighted to announce the winners of the 2022 Evaluation Excellence Awards.
These awards recognize and celebrate excellent quality decentralized evaluations conducted in 2022 across three categories: outstanding, innovative, and gender-responsive evaluation. This year’s selection process was highly competitive. The over 280 decentralized evaluations completed during the year and uploaded to the Evaluation Resource Centre by year’s end all merited consideration for the awards. Finalists were chosen by members of the IEO’s Evaluation Advisory Panel.
The Outstanding Evaluation Award was given to:
- United Nations Capital Development Fund for Final evaluation of the Shaping Inclusive Finance Transformations (SHIFT) SAARC programme
- UNDP Bureau for Policy and Programme Support for Mid-term evaluation of the joint UNDP-UNEP project “Poverty Environment Action for SDGs (PEA)
The Innovative Evaluation Award was given to:
- UNDP Fiji for Interim evaluation of the Tuvalu Coastal Adaptation Project (TCAP)
- UNDP Benin for Mid-term Country Programme Document (CPD) evaluation
The Gender-responsive Evaluation Award was given to:
- UNDP Sri Lanka for Final evaluation of “Hidden Challenges: Addressing Sexual Bribery Experienced by Military Widows and War Widows in Sri Lanka to Enable Resilience and Sustained Peace” project
- United Nations Capital Development Fund for Mid-term evaluation of the Expanding Financial Access (EFA) programme (Myanmar)

Outstanding Evaluation: United Nations Capital Development Fund
Final evaluation of the Shaping Inclusive Finance Transformations (SHIFT) SAARC programme
The Evaluation Advisory Panel said the following about the report:
"The evaluation embraces gender equality, inclusion and sustainability as a core conceptual, methodological and operative imperative for evaluation, which enables accelerated learning."

Outstanding Evaluation: UNDP Bureau for Policy and Programme Support
Mid-term evaluation of the joint UNDP-UNEP project “Poverty Environment Action for SDGs (PEA)
The Evaluation Advisory Panel said the following about the report:
"This evaluation illustrates how timely and constructive evaluation can successfully identify recommendations for corrective decisions to streamline projects. It shows a balance between accountability considerations and a commitment to identifying paths for action and improvement."

Innovative Evaluation: UNDP Fiji
Interim evaluation of the Tuvalu Coastal Adaptation Project (TCAP)
The Evaluation Advisory Panel said the following about the report:
"What is innovative about this evaluation is the presentation of the lessons learned, linking them to specific categories that facilitate their practical use. Furthermore, this presentation method is of universal use, as it is adaptable for any evaluation, or set of categories."

Innovative Evaluation: UNDP Benin
Mid-term Country Programme Document (CPD) evaluation
The Evaluation Advisory Panel said the following about the report:
"Remembering that evaluation is a tool, this evaluation presents its recommendations with practicality and utility in mind. The links between conclusions and recommendations are explicitly linked, alongside their expected impact and urgency, and practical considerations like how to implement them."

Gender-Responsive Evaluation: UNDP Sri Lanka
Final evaluation of “Hidden Challenges: Addressing Sexual Bribery Experienced by Military Widows and War Widows in Sri Lanka to Enable Resilience and Sustained Peace” project
The Evaluation Advisory Panel said the following about the report:
"The strength of the evaluation lies in its comprehensive treatment of how small but significant corrections help tear down the deep-seated power structures that are often at the root of violence against women. Acting on the feedback from women themselves is very much at its heart."

Gender-Responsive Evaluation: United Nations Capital Development Fund
Mid-term evaluation of the Expanding Financial Access (EFA) programme (Myanmar)
The Evaluation Advisory Panel said the following about the report:
"To achieve its overall goal of equitable, inclusive, and sustainable growth, the Expanding Financial Access programme required comprehensive, cross-sector engagement. In keeping with these ambitious objectives, the evaluation is a detailed and a useful evidentiary base for better coordinating a gender-inclusive future for Myanmar’s market ecosystem."
