Independent Country Programme Evaluations
Independent Country Programme Evaluations (ICPEs), formerly known as Assessments of Development Results (ADRs), are conducted by the UNDP Independent Evaluation Office.
They are now typically conducted every other programme cycle in the penultimate year of a country programme, based on the Country Programme Document (CPD) approved by the UNDP Executive Board. Conducting ICPEs every other cycle allows for greater access to evidence, enabling a more comprehensive evaluation of results and impact over time. Their scheduling follows prioritization criteria to ensure the most needed, strategic and high-impact evaluations are conducted, depending on the availability of resources.
The purpose of an ICPE is to:
- Support future planning of country programmes;
- Contribute to UNDP’s accountability to national and international stakeholders and to the Executive Board;
- Promote institutional learning, knowledge generation, and sharing within UNDP, the UN system and beyond.
