Human Rights for All - Phase 3
Summary
‘Human Rights for All’ is a joint initiative of the European Union and the United Nations, implemented by UNDP and the Office of the High Commissioner for Human Rights (OHCHR).
Launched in 2016, the programme aims to strengthen human rights protections, address key challenges, and support Georgia’s European integration fostering a more just, inclusive, and rights-based society in Georgia.
Now in its third phase (November 2024 – March 2028), the initiative further advances human rights across all areas of life building on past achievements and lessons learned.
With a total budget of US$3.19 million /EUR2.95 million, the programme is primarily funded by the European Union (US$3.03 million / EUR2.8 million), with additional contributions from UNDP and OHCHR.
What We Do
‘Human Rights for All’ works to strengthen human rights protections in Georgia, tackle persistent challenges, and promote civic, political, economic, and social rights—especially for disadvantaged groups, including ethnic and religious minorities, persons with disabilities, and LGBTQI+ communities.
The initiative aligns with Georgia’s international obligations, UN human rights treaties, the EU-Georgia Association Agreement, and other frameworks supporting the country’s European integration.
Focus Areas
In its third phase, 'Human Rights for All' prioritizes two key areas:
- Strengthening policy dialogue to align Georgia’s legislation, institutions, and justice system with international human rights standards.
- Empowering rights holders—including minorities and vulnerable groups—to actively engage in human rights monitoring, advocacy, and protection.
How We Work
The programme takes a comprehensive approach to human rights protection, focusing on:
- Supporting civil society organizations and human rights defenders to enhance monitoring, advocacy, and accountability. This includes strengthening national oversight mechanisms to ensure transparency and responsiveness.
- Empowering rights holders—including persons with disabilities, LGBTQI+ communities, and ethnic and religious minorities—to claim their rights and drive positive change.
- Advancing human rights reforms by assessing policies, action plans and draft legislation, and advocating for improvements that align with international standards.
