iReport: Early Warning and Early Response Systems

Harnessing the Power of Digital to Prevent and Respond to Electoral and Gender-based Violence

What is iReport

The iReport system serves as an adaptable mechanism tailored to efficiently prevent and mitigate various risks and incidents, aligning with the specific national requirements or priorities of relevant stakeholders. In this regard, the iReport system has been used in electoral contexts to monitor electoral violence and/or violence against women in elections and politics (VAWIE/P), and beyond, monitoring human rights violations, natural disasters, health and sanitary hazards and others. 

The iReport system aims at enhancing national capabilities in the following areas:

  • Monitoring and reporting:  
    Efficiently identifying and transmitting potential risks and ongoing incidents.
  • Incident management and verification:  
    Prioritizing and validating information from field monitors.
  • Coordinated response:  
    Facilitating multi-stakeholder preventive actions and incident responses.
  • Data analysis and reporting: 
    Assessing data trends for status reports and public disclosure on a dedicated website.

Our principles

The implementation of iReport systems within national contexts is guided by the following three key principles:

NON-DUPLICATION

Build upon existing initiatives and promote coordination to prevent duplication, achieving the mutualization of resources and capacity.

MULTI-STAKEHOLDER APPROACH

Combine strengths and forge synergies amongst diverse stakeholders (State institutions, civil society , academia, traditional and religious leaders, etc.) to collaborate in monitoring, analysis, and response to incidents and risks.

SUSTAINABILITY

Propose operational solutions that guarantee the long-term sustainability of the systems from the perspectives of partnerships, human resources, equipment, and digital solutions.

How it works

The support of UNDP in strengthening or establishing the iReport system within national contexts is contingent upon the deployment of an in-depth assessment mission in the country. These systems are underpinned by the customization and deployment of the iReport platform, which enables multiple stakeholders to collaborate, making the operational workflow more efficient and timelier. The key components of the iReport platform are:

    • Report incidents through iReport desktop and mobile version.
    • View real-team incidents on the iReport desktop and mobile version..
    • Manage, prioritize and verify reported incidents.
    • Coordinate actions and register responses to incidents.
    • Analyse data (e.g., tables, graphics, heat maps, etc.) and publish it to the public website (Optional).
    • View historic database and real-time verified published incidents from the iReport platform.
    • Analyze, filter and search for published incidents.
    • Sign-up for notifications of incidents by emails or SMS (Optional)
    • Contact the Early Warning an Early Response system or lead institution.  
    • Transmit codified SMS incident reports uploaded automatically in real-time on the Report platform.
    • Transmit bulk SMS to monitors in the field for communication of key information (e.g., Alerts, notifications, etc.).

    Guided by the recommendations from the assessment mission and building upon existing resources such as partnerships, human resources, equipment (etc.) the operational structure of the iReport systems may be implemented as follows:

    To ensure the system is nationally owned and sustainable, UNDP provides national institutions with any relevant trainings and supporting documentation, such as Standard Operating Procedures, training curricula, communication and visibility materials, and others. Furthermore, relevant credentials and data related to the iReport platform and its components are provided , ensuring unlimited ownership and long-term use of the digital infrastructure.
