The report was collaboratively prepared by various agencies, incorporating expert proposals, technical discussions, and regional consultations supported by the Millennium Development Goals Achievement Fund. It is based on 11 specialized studies addressing issues such as women's working hours, youth employment, and labour market policies.

The report consists of four chapters:

  1. Development and Gender Equality – Analyzes the economic situation, female workforce participation, job quality, unemployment gaps, sectoral distribution, social security, and income disparities.
  2. Gender Discrimination and Social Exclusion – Examines the feminization of poverty, time poverty, and the challenges faced by indigenous and Afro-descendent women, particularly in domestic work.
  3. Public Policies and Employment Initiatives – Evaluates gender policies, institutional frameworks, funding, and the roles of unions and employers in promoting women's employment.
  4. Recommendations – Provides guidance for governments, employers, and workers' organizations to enhance job access and quality for women.

The report highlights persistent cultural prejudices and discrimination despite progress, emphasizing the need for policy improvements to ensure gender equality in employment.
