This report provides an in-depth analysis of the second monitoring period and presents the findings of the second year of monitoring with those of the first year, identifying emerging trends in judicial procedures and practices within this specialized court. Going “beyond the verdict,” the report examines the structural capacities of key judicial institutions and investigates some cross-cutting issues that impact judicial outcomes. These include the need for an e-case management system, the role of government institutions and their legal representatives, and the involvement of women in anti-corruption proceedings.
The report summarizes the program’s findings from its second year of monitoring, covering 170 grand corruption cases handled between August 2023 and July 2024 by the Central Anti-Corruption Criminal Court - the primary judicial mechanism for adjudicating grand corruption cases across all federal governorates of Iraq. These cases are classified as grand based on the definition of grand corruption under Supreme Judicial Council Statement No. 96, which includes cases involving high-ranking public officials, large sums of money, or matters of public interest. Additionally, the program reviews 80 other rulings issued during the same period by the criminal and misdemeanour courts of the Karkh and Rusafa Courts of Appeal, meeting the criteria for grand corruption.
