Supporting democratic governance and strengthening transparency and accountability of local institutions in Jordan
Background
UNDP’s partnership with the European Union makes an influential contribution to decentralisation reforms and SDG16 “Peace, justice and strong institutions” implementation in Jordan. During 2017-2020, UNDP implemented the Decentralisation and Local Development Support Programme, an initiative funded by the EU, through which it collaborated with national and local actors to support the adoption of regulatory framework pertaining to decentralisation and strengthen the capacities of the governorate-based structures in strategic planning, budget analysis and monitoring.
As of 2021, the cooperation continues in the form of a new Decentralization, Accountability and Integrity at the Local Level Programme in Jordan or DAILL. The Programme aims to enhance local governance in Jordan by encouraging accountability and effective policymaking. The 54-month initiative will collaborate with national partners, primarily the Ministry of Interior and Ministry of Local Administration to improve service delivery and offer development opportunities to people by improving public institutions’ ability to fulfil their mandate and implement projects involving the active participation of citizens.
Expected outcomes and main activities
The project will seek to enhance Local Governance through improved accountability and effective and efficient policymaking and implementation. In particular, the envisaged outputs include:
- Accountability mechanisms and communication lines are implemented and clearly put in place at all institutional and administrative levels of the development processes to ensure coherence and impact.
- Policy-making and planning are linked to financial planning and funding opportunities.
- Development plans are carried out to improve service delivery and development opportunities to respect the social contract.
