Air pollution is a systemic urban problem that requires a comprehensive approach due to its extensive urban development. Poor air quality directly affects public health leading to an increase in respiratory and cardiovascular diseases, which strains health systems and reduces productivity. Economic growth is hindered by healthcare costs, lower labour efficiency, the reduced investment attractiveness of cities and talent outflow. The transportation sector, a major source of urban air pollution, requires a shift to sustainable mobility to reduce emissions.

Tactical urbanism is an experimental and short-term approach to transforming the urban environment through low-cost and easily scalable changes designed with local communities. Unlike traditional high-cost initiatives that require rigid commitments and are implemented in a top-down manner, tactical urbanism utilizes elements of participatory design and on-site testing of ideas. This promotes greater community engagement and allows for flexibility in adapting change.

The Green and Safe Streets Initiative was developed based on recommendations from public consultation events involving more than 40 different institutions, including public and private organizations, non-governmental organizations, experts and activists in sustainable urban development. These events helped to develop the next steps to address the complex challenge of improving air quality in Almaty, including identification, scaling, consultation and seeking funding.

The Green and Safe Streets Initiative is expected to reduce air pollution by increasing green spaces, introducing energy-efficient technologies in the housing sector, improving pedestrian and cycling infrastructure and prioritizing public transport. Together, these efforts should reduce emissions and improve the air quality, creating a more comfortable and environmentally friendly urban environment.

The benefits of this approach extend beyond ecology and address aspects of behavioural change. Increasing green space and improving pedestrian and bicycle infrastructure make city streets more convenient and safer for residents, which increases physical activity and reduces car dependence. A convenient and environmentally friendly transportation network encourages the use of public transportation and alternative modes of travel, further reducing pollution and the strain on transportation systems. The development of green streets and energy-efficient buildings contributes to a more vibrant and dynamic urban environment, which in turn stimulates economic activity and attracts investment in sustainable infrastructure. It also raises citizens' awareness of the environment and sustainable lifestyles, supporting a shift to more sustainable habits. Ultimately, the creation of these urban spaces not only improves air quality and urban aesthetics but also enhances social cohesion, ensuring sustainable development and improving the well-being of the urban community.

Earlier tactical urbanism actions were conducted on Berezovsky and Turgut Ozal Streets in Almaty. Recommendations developed during these events were sent to the KSU ‘Almaty City Mobility Department’ and contracting organizations for consideration and implementation within the framework of planned street repair works.
