Bishkek – 3 June 2022 – The Ministry of Emergency Situations of the Kyrgyz Republic, with the support of UNDP and WFP in Kyrgyzstan organized an extended meeting of the Interagency Working Group to discuss the Concept of Integrated Protection from Disasters (National Disaster Risk Reduction Strategy Action Plan until 2030) and to provide data for next National DRR Strategy Action Plan (2023-2026). The workshop aimed to discuss the results and analyze the implementation of the Concept for 2018-2022 and develop priority tasks and activities to ensure safety from emergencies for 2023-2026.

The concept of integrated protection from emergencies until 2030 (National DRR Strategy) defines the main priority areas for the development of the state system of Civil Protection (national disaster risk management system) to ensure protection against disasters and create conditions for sustainable development. The importance of developing an effective Implementation Plan for the second phase of the DRR Strategy (2023-2026) cannot be overstated, both in terms of its recommendations for potential policy and integrating disaster risk reduction into the implementation of national agendas.

First Deputy Minister of Emergency Situations of the Kyrgyz Republic Azamat Mambetov emphasized: “We must act responsibly to work to reduce the risks of emergencies and potentially hazardous areas. This is where all parties need to work together.”

Ms. Louise Chamberlain, Resident Representative of UNDP in the Kyrgyz Republic noted that “The next DRR Strategy Action Plan will assist Kyrgyzstan to attain national sustainable development goal by pursuing poverty reduction, efforts to address climate change, public health, food and nutrition, sustainable urban development.”

The draft DRR Strategy Action Plan (2023-2026) will be further discussed with the inter-agency working group, international organizations and scientific institutions. UN will continue to support  the Ministry of The Emergency Situation to carry out the process. The final action plan (2023-2026) will be officially presented and endorsed by the Government by August 2022.

Development of an Action Plan for the implementation of the DRR Strategy for 2023-2026 is implemented with the support of UNDP and WFP in Kyrgyzstan, within the framework of which the Ministry of Emergency Situations of the Kyrgyz Republic and the Center for Emergency Situations and Disaster Risk Reduction conducted a detailed analysis and assessment of the implementation of the first stage of the Action Plan for the implementation of the Concept in the period from 2018 to 2022 (first stage) and developed the Plan for the second stage (2023-2026), which is subject to agreement with all interested parties.

The concept of comprehensive protection of the population and territories of the Kyrgyz Republic from emergency situations for 2018–2030 was approved by the Government of the Kyrgyz Republic on January 29, 2018 No. 58. The main purpose of the mentioned Concept is to establish long-term priorities for the development of the state system of Civil Protection to ensure the safety of the population and territories of the country from emergencies and disasters.
