Capacity Needs Assessment of the Justice sector in Lao PDR to Implement the Second National Action Plan on Preventing and Eliminating Violence against Women 2021-2025

January 20, 2023

The overall objective of the Capacity Needs Assessment (CNA) is to identify the gaps in capacity of justice service providers in relation to the requirements of the National Action Plan for Prevention and Elimination of Violence against Women and Children 2021-2025.

The CNA consists of identifying the capacity gaps based on an assessment of existing and future capacity, and then developing strategies on how to fill these gaps. The findings serve as the starting point to formulate the capacity development response which should consist of actions to address core issues that have the greatest influence on capacity development.

This report was commissioned by UNDP Lao PDR under the Khan Hom Project (Project on Prevention and Elimination of Violence against Women for Mainstreaming Gender into the National Development Agenda in Lao PDR), supported by KOICA.
