Vientiane Declaration on Aid Effectiveness
Vientiane Declaration on Aid Effectiveness
December 19, 2012
The Vientiane Declaration on Aid Effectiveness was signed at the ninth Round Table meeting in November 2006 by the Government of Lao PDR and 22 development partners, with a further three signing at a later date.
The five key principles of the Vientiane Declaration are:
• Increased country ownership over development policies, planning, implementation and aid coordination
• Better alignment of development partner's support to national policies and plans, and increased support to and use of national systems
• Harmonisation and simplification of development partner's procedures and activities
• Managing for results in order to ensure effective use of resources
• Both government and development partners have mutual accountability for progress
Between February and May 2007, the Government of Lao PDR and development partners prepared the Country Action Plan (CAP) to accompany the Vientiane Declaration. The Country Action Plan, VDCAP, was revised in 2010. For the latest version please click here: VDCAP 2010-11 and 40 Action Points
