UNDP and the UN

UNDP is integrated in the management and coordination structures of the UN family through avenues such as the Strategic Policy Group (SPG), UN Country Team, and United Nations Communications Group (UNCG).  UNDP leads the Operational Management Team (OMT) and Information, Communications and Technologies (ICT) working group, charged with exploring opportunities for greater adoption of common services. Joint media trainings have been conducted and joint offices created.

UNDP provides coordination support to each of the UN agencies, and provides financial service support to programs and projects of sister agencies and other development partners. At UN Country Team meetings, key UN assistance issues are discussed and decisions are made concerning the UN system’s contribution to the achievement of the national development agenda.

Throughout Liberia’s transition from peacekeeping to peace-building and from relief and recovery to development, the principal objective of the UN Country Team has been to assist the Government, together with its development partners, to address both the causes and consequences of the 14-year civil conflict in the country.

The UNDP Resident Representative in Liberia is also the United Nations Resident Coordinator. As the chair of the UN Country Team, comprising all the heads of UN agencies, the Resident Coordinator provides overall leadership for UN strategic initiatives and the operational framework for development assistance.  The effectiveness of the UN Resident Coordinator System is central to providing the high quality services to programme countries to enable them accelerate progress on the SDGs, advance peace and stability and achieve sustainable human development.

In 2013, the Government of Liberia commenced implementation of its five year poverty reduction strategy, the Agenda for Transformation (2012-2017). In an effort to strengthen the accountability for the Agenda for Transformation, the Government established a monitoring and evaluation framework that included the review of the, overarching indicators and a 180 day implementation score card. Further, the Ministry of Finance launched the Aid Management Platform for monitoring development aid contributions to the implementation of the Agenda for Transformation from Development Partners and the UN in Liberia.

As part of the global Post-2015 Agenda, Liberia, with UNCT support, conducted extensive national consultations across the 15 counties of the country. The Government launched the National Reconciliation Roadmap and revised the Peace building Priority Plan; whose process the UNCT provided programmatic support.

Liberia has made progress in the context of the New Deal for Engagement in Fragile States, endorsed at the Fourth High Level Forum on Aid Effectiveness in 2011. The fragility assessment was conducted, and it identified the need to accelerate interventions in five Peace and State Building Goals. The options for a Compact are currently under review by the Cabinet.

UN agencies in Liberia

UNOPS Liberia

UNOPS in Liberia was established in 2004 following civil conflict that destroyed much of the country’s core infrastructure. As the United Nations lead entity for physical infrastructure in peacebuilding settings, UNOPS can initiate projects swiftly and effectively. UNOPS constructs and rehabilitates key physical infrastructure across the country, supporting the Government’s development efforts in a variety of sectors including education, health, governance, justice and reconciliation, transport and common services.

United Nations Childrens Fund (UNICEF)

UNICEF is the driving force that helps build a world where the rights of every child are realized. It has the global authority to influence decision-makers, and the variety of partners at grassroots level to turn the most innovative ideas into reality. 

Food and Agricultural Organisation (FAO) LIberia

The Food and Agriculture Organization of the United Nations (FAO) established an office in Liberia in1977. FAO is the largest specialized UN agency for agriculture, forestry, fisheries, livestock and rural development. FAO’s ten year Strategic Framework embodies the Organization’s five cross cutting strategic objectives.

UNAIDS in LIberia

The UNAIDS strategy aims to advance global progress in achieving country set targets for universal access to HIV prevention, treatment, care and support and to halt and reverse the spread of HIV and contribute to the achievement of the Millennium Development goals by 2015.

United Nations Population Fund (UNFPA)

World Health Organisation (WHO) Liberia

WHO is the directing and coordinating authority for health within the United Nations system. It is responsible for providing leadership on global health matters, shaping the health research agenda, setting norms and standards, articulating evidence-based policy options, providing technical support to countries and monitoring and assessing health trends

UN Women

The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment.

UNHCR

The Office of the United Nations High Commissioner for Refugees was established on December 14, 1950 by the United Nations General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees.

International Organisation for Migration (IOM)

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners.
