
UNDP Moldova supports the efforts of the Republic of Moldova in advancing digital governance and citizen participation, including through the launch of the new electronic identity card (eID), which took place on 14 April 2025. The event was organized by the Public Services Agency (ASP), in partnership with UNDP Moldova and with financial support from the governments of Norway, Sweden, Canada and Denmark.
The new identity document represents an important milestone in the digitalization of public services and the consolidation of democratic processes in the country. Delivering modern public services requires citizens to have accurate identities and up-to-date data, including their place of residence. The accuracy of such data is especially important for organizing free and fair elections.
The new eID allows citizens to easily update their personal data, including their residence, directly contributing to the quality of national registries. At the same time, it improves the accuracy of the State Register of Voters. It enables a wider national-level adoption of the electronic signature, allowing citizens to securely access the governmental suite of digital public services, including those provided by the Central Electoral Commission, such as the electronic nomination system for candidates.
“The ID card opens up new opportunities for the state’s interaction with its citizens. In a digitalized world, it is no longer just a plastic document confirming identity — it is the key to accessing digital services, making life easier for Moldovans, including those in the diaspora,” said Mircea Eșanu, Director of the Public Services Agency.
“One million new ID cards will be given free of charge to our citizens. With this document, any citizen, any entrepreneur, no matter where they are, will be able to access public services and sign documents online - no more traveling and no more queues at institutions,” stated Maia Sandu, President of the Republic of Moldova.
“The new eID provides an innovative, next-generation digital enabler for Moldovan citizens to access public services and it will play a critical role in strengthening the integrity and inclusivity of electoral processes. We at UNDP are firm believers in the power of digital transformation to make public services more accessible, trusted, secure and inclusive and to facilitate meaningful participation in public life,” said Daniela Gasparikova, UNDP Resident Representative to the Republic of Moldova.
To note, UNDP and development partners support the continuous optimization of the State Automated Information System, with the State Register of Voters as one core module.
The Republic of Moldova is a country with a large number of its citizens living abroad. This makes national elections a truly global exercise, with participation from Moldovan citizens in all corners of the world. UNDP Moldova is partnering with ASP to extend eID access to the Moldovan diaspora, ensuring their full participation in democratic processes. The eID provides a key advantage to the diaspora – enabling users to easily and securely update their place of residence.
To support this effort, UNDP Moldova is equipping ASP mobile teams with seven modern biometric registration kits. These will be used by ASP mobile registration teams to facilitate the documentation process and the issuance of identity documents for citizens residing abroad.
UNDP Moldova has also supported the development of the digital wallet –a user-friendly and secure way to store digital versions of official documents, such as the national ID card, driver’s license, and vehicle registration certificate. These digital documents are legally equivalent to their physical counterparts, and contribute to the seamless delivery of digital public services.
The new electronic identity card includes an integrated digital signature – a key enabler for easy access to EVOSign, the gateway to the EVO App and its full suite of e-government services. The launch of the eID builds on UNDP’s ongoing support for Moldova’s digital transformation agenda, ensuring citizens can access next-generation public services with greater ease, efficiency and trust.
