Podgorica, February 25, 2025 – The UNDP organized an expert discussion to provide professional support for improving the Criminal Code by clearly defining femicide as a criminal offense within Montenegro's legislative framework. This is crucial for the proper recognition, sanctioning, and prevention of this most severe form of gender-based violence. This discussion is part of the "United for Gender Equality" project, aimed at strengthening the capacity of the Government of Montenegro to promote gender equality and apply a gender-responsive approach in policy-making, as well as in the strategic and legislative framework. The "United for Gender Equality" project is implemented by UNDP in partnership with the Government of Montenegro and is financed by the European Union.

The discussion brought together experts from various institutions and civil society who welcomed the introduction of femicide as a separate criminal offense in Montenegrin legislation. It was particularly emphasized that legal solutions must be clearly defined and applicable to avoid a gap between legal norms and their implementation in practice.

By ensuring expertise and strengthening the capacity of professionals within institutions, UNDP facilitates dialogue and knowledge exchange among various stakeholders, contributing to the creation of a more efficient and just legislative framework, which is one of the prerequisites for achieving gender equality. The expert discussion represents an important step in preparing Montenegro for the effective implementation of new legal solutions and strengthening institutional responses to femicide. This further contributes to the rule of law and the achievement of gender equality in the country, as providing adequate legal protection and ensuring consistent application of laws is an essential condition for a safe and just society.
