Satisfaction survey on the existing e-services and identification of needs for new ones – citizens and business community – 2024

In cooperation with the United Nations Development Programme (UNDP) and the Ministry of Public Administration of Montenegro, the research agency CEED Consulting doo conducted the third Citizen Satisfaction Survey on Existing and New E-Services, aiming to assess the level of satisfaction with the current e-services offered by public administration, identify citizens' attitudes and preferences regarding e-services, and provide recommendations for improvement. The survey was conducted in April 2024.
This research cycle, as well as the previous two conducted in 2021 and 2022, followed the same methodology, ensuring comparability of results over the years.
The objective of the survey is to understand citizens' attitudes and preferences regarding the use of electronic services and provide recommendations for their improvement. During 2022 and 2023, the Ministry of Public Administration carried out a campaign to promote the importance and use of electronic ID cards in the digitalization process, worked intensively on the development of new electronic services (e-services), and implemented initiatives and activities to create an environment conducive to attracting digital nomads to Montenegro.
The findings of the third survey, along with a comparative analysis of data from the previous two surveys, will provide valuable input for policymakers in the further development of various action plans aimed at increasing digital literacy, expanding the use of e-services, and introducing new e-services.
