In October 1993 the Government of Tajikistan and UNDP signed the Standard Basic Assistance Agreement, which contains the basic conditions under which UNDP assists the Government in carrying out development projects and how they are carried out. Thereupon UNDP’s country office in Tajikistan opened in 1994.
UNDAF: The United Nations Development Assistance Framework (UNDAF) agreed between the Government of Tajikistan and the United Nations (UN) on 18 December 2015, is a strategic programme framework for the period 2016‐2020. It draws on the full range of expertise and resources of the United Nations Country Team (UNCT) to deliver development results.
Six UNDAF outcomes have been selected, in four strategic focus areas, that respond to country needs and make use of the UN’s comparative advantages. These were identified through an intensive consultation process with Tajikistan’s authorities and UNDAF partners
Country Programme for Tajikistan (2016 – 2020): UNDP Tajikistan’s Country Programme (2016 – 2020) involved the participation of the Government of Tajikistan and directly addresses the priorities of the Government of Tajikistan’s National Development Strategy (NDS) and is largely aligned with the Sustainable Development Goals. The programme prioritizes four areas for the country:
- Improved governance, rule of law and access to justice
- Sustainable and equitable economic growth
- Social equity and protection of vulnerable groups from violence and discrimination
- Resilience and environmental stability
Voluntary National Review: In 2017, Tajikistan initiated the preparation of the Voluntary National Review (VNR) in the country for presentation at the High-Level Political Forum (HLPF). The primary goal of the Review is the analysis of the implementation of the SDGs at the country level, mainstreaming of the Agenda 2030 into national development policies through the broad participation of all stakeholders. The Review aims to strengthen policies of the government and institutions to mobilize support and partnerships for SDG implementation involving various stakeholders. The Review is based on the thematic goals and objectives of sustainable development; results of MDG implementation; the development priorities identified in the NDS-2030 and the MTDP-2020; international initiatives of Tajikistan in the field of use of water resources; planned activities in the Year of Youth, which was announced in Tajikistan in 2017.
Strategic Plan – 2030: National Development Strategy (NDS) of the Republic of Tajikistan for the period up to 2030 is aligned with the Constitution of the Republic of Tajikistan, the country’s international obligations and commitments, and its development goals and priorities, taking into account changes that have occurred in the country and in the world in recent years, and in particular, the impact of the global financial and economic crisis 2007-2009 on the national economy.
NDS-2030 serves as a directive action plan for all state bodies and an indicative action plan for the private sector and civil society. It is envisaged that the development of technical and financial assistance programmes for Tajikistan will be based on the National Development Strategy.
National Report on Implementation of Strategic Documents of the Country in the Context of SDGs: This report highlights the complexity of the SDG nationalization, localizatioon and implementation processes in Tajikistan. These processes involve an in-depth integration of the SDGs with the national goals and objectives of the NDS-2030. The Report atempts to demonstrate that achieving national strategic goals and objectives by 2030 would ensure acceleration of further sustainable development of the country.
