Supporting Rule of Law for Peaceful, Just and Inclusive Societies in Pakistan (Amn-o-Insaf)

The Supporting Rule of Law for Peaceful, Just and Inclusive Societies in Pakistan (Amn-o-Insaf) project supports both supply and demand sides of the rule of law by strengthening justice institutions and citizen rights, and by deepening the ongoing efforts to secure peace and stability in the province of Khyber Pakhtunkhwa (KP). The Amn-o-Insaf has recently expanded its geographical outreach to the other parts of Pakistan, i.e. Newly Merged Districts (formerly Federally Administered Tribal Areas), Balochistan. Mapping the trust and confidence of the donors’ community, national counterpart and communities, the Amn-o-Insaf is on the road to emerge a national level programme.

Cautiously, but the Amn-o-Insaf also works with the informal justice system, which keeping in view the expensive and time consuming formal justice system, is a key source of resolving minor disputes at the community level.

The programme supports sustainable peace by improving access to justice in KP, Merged Districts, and Balochistan through effective and accountable justice service delivery.

 

 

 

Key achievements

  • Jointly with UNODC and UN Women developed a Rule of Law Roadmap for Balochistan that focuses on justice sector reforms and sets benchmarks for justice institutions’ improved performance .
  • The first Justice Sector Strategic Plan was developed for Peshawar High Court and District Judiciary.
  • Supported KP and Balochistan Judicial Academies to institutionalise training and research processes.
  • Developed Gender Strategy for Police and Levies in Balochistan.
  • Established 68 Model Police Stations (MPS) in KP to promote community and gender-responsive police services.
  • Launched Data Analysis Centre for the Command and Control Centre at the Central Police Office in Peshawar.
  • Established state-of-the-art Regional Forensic Laboratory in Swat, KP.
  • Established women dormitories at Police Training Centre in Swat and Police Training Center(PTC) in Hangu.
  • Institutionalised legal aid desks by establishing the Legal Aid Unit and Human Rights Focal Point at KP Bar Council.
  • 22,087 people (47% women) received free legal aid in the Khyber Pakhtunkhwa (KP).
  • 437 community-based paralegals including 197 women (45%) were certified by the University of Malakand.
  • Two Community Based Paralegal networks established in KP, one in Southern and other in Northern KP.
  • Media campaigns on legal rights and duties reached over 1.5 million people in KP.
  • Through MPS - 2642 (2445 women) community members benefitted from the legal awareness sessions, 392 (257 women) received legal advice, 61 women were provided legal aid in courts.
  • Established first Women Lawyers’Forum in KP with over 125 members and developed their charter.
  • Over 4300 (900 women) community members benefitted from legal awareness sessions in the Merged Areas(MAs).
  • Jointly with GIZ developed a group of 12 women tax lawyers.

  • Implementation of Peshawar High Court five-year strategy.
  • Implementation of Khyber Pakhtunkhwa and Balochistan to implement Rule of Law Roadmaps.
  • Development of Rule of Law Roadmap for Gilgit Baltistan.
  • Expansion of Women Lawyer Forum to other parts of Pakistan.
  • Handing over of Joint Police Training Centre (JPTC) Nowshera, Phase II to KP Police.
  • Raising awareness on laws, rights and mainstream rule of law and justice system in MAs.
  • Justice reforms through improved inter-provincial coordination.
  • Enhancing the training capacity of  Police Training College Quetta, Balochistan.
  • Establishment of Women Hostel for Anti-Narcotics Force in Islamabad.
  • Establishment of KP Prosecution Training Academy in Peshawar.
  • Establishment of five Police Stations in the MAs.
  • Provide legal aid to women, children, aged, minorities and displaced people.
  • Improve the environment of courts, police stations, and bar through the establishment of gender-responsive infrastructure and awareness.
