The 2018 year saw substantial achievements for the Funding Facility for Stabilization (FFS). Over the duration of the year, the goal of the Facility remained consistent: to create improved conditions that would not only benefit existing residents but would also encourage internally displaced persons (IDPs) to return. With the last territories liberated in late 2017, the year 2018 was the first since the initiation of the FFS during which all of Iraq was liberated from ISIL occupation.
Throughout the five liberated governorates the rapid pace of FFS project development and implementation continued over the course of the year. By the end of 2018, FFS had a total of 3,102 projects. The impact of the work of the FFS was vast: by the end of the year, 1,672 projects, 54% of the overall portfolio, were completed, benefitting 5,055,375 people, including 2,408,922 women.
Geographical priorities in 2018 remained consistent from previous years. The majority of new and ongoing projects were found in the FFS priority (“red box”) areas, where stabilization needs continue to be the greatest and most urgent at this stage of Iraq’s recovery.
One of the largest challenges for the FFS in 2018 was its funding gap. Funding decreased by 41% since 2017, a drop which was felt most keenly in the priority areas. By the end of 2018, the FFS urgently required USD 460.7 million in additional funding to complete stabilization activities. Should new funding not be received soon, planned initiatives in the priority areas will be delayed or never launched, undercutting the chief asset of FFS: its speed and effectiveness of implementation.
Despite this challenge, significant levels of work continued and the 2018 year saw many accomplishments in all nine sectors of work:
Highlights
- Among the year’s achievements was the completion of Phase One of work on the Central WTP in Baiji. Now that Phase One is completed, water is available in central Baiji.
- In East Mosul, 17 substations of 33/11 capacity were brought into operation during the year, providing electrical service to an excess of 500,000 residents.
- The largest single project during 2018 was the rehabilitation of the Tikrit Teaching Hospital in Salah al Din governorate. Major achievements in 2018 included the rehabilitation of the Surgical and Emergency Department and the Medical Oxygen Gas Plant, while work also began on the major task of rehabilitating the main hospital building.
- The completion in March 2018 of work on the Sayedatee Al Jamila Bridge in East Mosul was a major achievement. Ceremonially opened in April, it is the first permanent bridge to reopen in Mosul.
- In the Ninewa Plains, the town of Telkaif benefited from the rehabilitation of three essential municipal service buildings: the Real Estate Building, the Nationality and Civil Status Building, and the Agriculture building. In Hammam Al Alil, the completion of three roundabouts in the town greatly enhanced traffic flow.
- An important focus of FFS work in the education sector was Anbar University, a leading higher educational institution of some 20,000 students. Rehabilitation of five departments for women’s education; the History Department, the Arabic Language Department, the Quranic Science Department, and the English and Geography building, was completed in 2018.
- By the end of the year, 26,481 people had been engaged through cash-generating job opportunities, including 3,035 women and 11,916 youth. In Anbar, a new project to provide cash grants to women headed households began and 1,417 individuals had received their grants by the end of 2018.
- The West Mosul housing programme, a flagship endeavor for the FFS, launched in 2018. In total, 15,000 housing units will be rehabilitated. By the end of 2018, 5,124 individual housing assessments and 3,783 vulnerability assessments having been undertaken. Implementation was also started in six neighborhoods. In total these six projects will support the rehabilitation of 1,860 individual homes.
- Communicating stabilization gains was an integral part of the UNDP stabilization processes in 2018. The FFS partnered with Anbar TV to produce and broadcast a 26-episode TV series focusing on stabilization process and its results. Also in 2018, the FFS partnered with Al Ghad radio station in Ninewa to produce a four episode series looking at themes such as cash for work in Mosul’s Old City, Hamdaniya Hospital, West Mosul schools, and housing in Bartela and Bashiqa.
