Funding and delivery

UNDP development programmes are financed through global, non-voluntary contributions from UN member countries (core resources), as well as from contributions from bilateral and multilateral donors (cost sharing resources) and from the Pakistan federal and provincial governments (government cost sharing resources). UNDP considers government cost sharing as an important indicator and instrument to deepen national ownership and achieve scalability and sustainability of UNDP supported initiatives. 

The UNDP country programme is nationally implemented as all our initiatives are designed and operationalised in consultation with the Economic Affairs Division, Government of Pakistan and the relevant federal and provincial ministries, departments and agencies. A sizeable number of initiatives are implemented under the national implementation modality, where a government counterpart takes responsibility for project implementation, achievement of results and use of resources. In other cases, UNDP itself implements a project while ensuring consultation with and oversight by the relevant national counterparts through representation on project boards. Other implementation arrangements rely on specialised UN agencies and civil society organisations that are selected through a competitive process and a pre-award assessment of their technical and financial capacities.

The number and diversity of donors contributing to UNDP programmes confirms the confidence of the national government and the international and local community in our role as a partner of choice for sustainable development.
