Mr. Ugo Blanco (Spain) has been appointed the Deputy Resident Representative for the UNDP Multi-Country Office for Barbados and the Eastern Caribbean States effective August 1, 2019.

Mr. Blanco was formerly the Senior Recovery Advisor for Barbados and the Eastern Caribbean and, since 2014 was based in New York as the Regional Advisor for Crisis and Conflict of the Regional Bureau for Latin America and the Caribbean. In September 2017, he was deployed to the Commonwealth of Dominica, following the impact of Hurricane Maria. In April 2015, he was part of the SURGE planning mission that was sent to Nepal after the earthquake. In 2014, he was seconded to the Ebola coordination team and provided support to technical task forces, including those on Early Recovery and Cash payments.

In 2013 and 2014, Ugo was the Special Assistant first to the Deputy Regional Director for Latin America and the Caribbean and then to the UN Assistant-Secretary General and Regional Director for the same region.

From 2010 to 2012, Ugo moved to Haiti after the earthquake, first as “Cash for Work” Specialist and later as Early Recovery Cluster Coordinator and Head of the UNDP Poverty and Recovery Unit.

From 2007 to 2010, Ugo was in charge of the Disaster Risk Reduction portfolio in UNDP Vietnam and worked in HQ with the Bureau for Crisis Prevention and Recovery as Global Pooled Funds manager.

Moreover, he is part of the UNDAC team (UN Disaster Assessment and Coordination) managed by OCHA. Ugo also was the Spanish representative to the tsunami response in Indonesia (2005-2006) and coordinated the Spanish response to the Yogyakarta earthquake (2006).

Ugo has a Bachelor’s degree in Political Sciences from the Complutense University of Madrid and a Master’s degree in International Cooperation and Development.
