Legal Framework
The UN Strategic Framework seeks to set out as clearly as possible what needs to be done to prevent the complete collapse of national capacity in Yemen, to restrict the humanitarian crisis from growing, and to support the ongoing efforts towards peace and security in Yemen. Activities will be focused towards sustaining basic social services, socio-economic resilience, social cohesion and protection, and peacebuilding with the following overall goal: to mitigate the impact of the current conflict on the social and economic conditions in Yemen, and on the capacity of state institutions while contributing to ongoing peacebuilding efforts.
UNDP Yemen’s Country Programme Document (CPD) serves as a two-year bridging document. It is designed to be flexible, conflict-sensitive and adaptive and will be reviewed periodically to ensure it is aligned with Yemen's rapidly changing needs.
In line with the approved UNDP Yemen Country Programme Document and given the changing political context of Yemen and the wider region, the United Nations Development Programme (UNDP) launched a visioning process to guide UNDP's strategic direction for 2023 – 2025. The process consisted of an analysis of the latest global, regional, and country-level socio-economic and political developments, a review of UNDP's extensive experience in Yemen, and in-depth discussions with UN Agencies, Funds, and Programmes, Yemen's development partners, foundations, and Yemeni researchers and institutions. The in-depth discussions focused on defining the modalities and direction of UNDP's programme, considering (a) the most likely direction of the peace process in the coming years, (b) the widely varying context in Yemen's governorates and districts, and (c) the critical role of local authorities.
The United Nations Sustainable Development Cooperation Framework (UNSDCF) for the period 2022-2024 includes priorities derived from the analysis of the impacts of the ongoing crisis on the people of Yemen, and the needs and opportunities as outlined in the UN’s Common Country Analysis (CCA) conducted in 2021. The UN has prioritized four pillars that resonate with the SDG priorities of people, peace, planet and prosperity that aim, as a matter of urgency, to improve people’s lives in Yemen and build resilience that is equitable, inclusive, people-centred, gender responsive and human rights based, through outcomes that:
- Increase food security, improving livelihood options, and job creation
- Preserve inclusive, effective and efficient national and local development systems strengthening
- Drive inclusive economic structural transformation
- Build social services, social protection, and inclusion for all
