How to make social protection inclusive of people living with HIV and key populations: a checklist

The COVID-19 pandemic revealed the weakness of existing social protection systems, especially for people who have typically been left behind. Despite an increasing number of countries who may have invested in strengthening social protection during the pandemic, social protection systems still do not systematically include people living with HIV and key populations.
Following a global dialogue on HIV-sensitive social protection, UNDP and the International Labour Organization (ILO) developed a checklist for countries to strengthen their social protection programmes and policies to be more inclusive of people living with HIV and key populations and contribute to leaving no one behind. This tool is developed for governments, civil society organizations, including those for and led by people living with HIV and key populations, employers’ and workers’ organizations (trade unions), multilateral organizations, and academia. This document also provides examples of good practices from countries around the world.
