Dushanbe, December 19, 2022: The signing ceremony of the Exchange of Notes and the Grant Agreement on the implementation of “The Project for Promoting Effective Border Management Applying a Human Security Approach for Communities of Border Area with Afghanistan” took place at the Embassy of Japan in the Republic of Tajikistan. The Notes were signed by Mr. Toshihiro Aiki, Ambassador Extraordinary and Plenipotentiary of Japan to the Republic of Tajikistan and Mr. Lenni Montiel, Resident Representative of the United Nations Development Programme (UNDP) in Tajikistan, and the Grant Agreement was signed by Mr. Muneo Takasaka, Chief Representative of the Japan International Cooperation Agency (JICA) Tajikistan Office and Mr. Lenni Montiel.
The Government of Japan has allocated 536 million Japanese yen (appr 3.7 million US dollars) for the implementation of the project. The goal of this project is to support the Government of Tajikistan to maintain an ‘open but secure’ approach to the Tajik-Afghan border that defends and extends the human security of border communities.
The Republic of Tajikistan attaches great importance to the development of cooperation with Japan, and the expansion of relations with this country is a priority for Tajikistan’s foreign policy. Japan is viewed as a friendly country and an important partner of Tajikistan in the international arena.
“This project will effectively strengthen the security control functions in the border region of Afghanistan and expand the economic exchange involving these communities, ultimately contributing to the regional stabilization” stated Mr. Toshihiro Aiki, Ambassador Extraordinary and Plenipotentiary of Japan to the Republic of Tajikistan
“Understanding the community’s own perceptions of security, establishing forums for dialogue and greater interaction between security providers and local populations, can all contribute to establishing border management arrangements that recognise human security as central to national security.” highlighted Mr. Lenni Montiel, UNDP Resident Representative in Tajikistan.
“The project will continue work of previous phases of the JICA-UNDP Border Management Programme in enhancing capacities of border agencies to apply Human Security approach for communities along the Tajik-Afghan border through expansion of border infrastructure to support local communities, and through collaborative activities between border agencies and civilians” said Mr. Muneo Takasaka, Chief Representative of JICA Tajikistan Office.
Since 2015, UNDP and JICA have been cooperating to promote effective border management and cross-border cooperation on the Tajik-Afghan border. To date, phases I and II of the Border Management projects have been successfully completed, contributing to border infrastructure improvement, enhancement of border agencies’ capacity and facilitating cross-border trade.
