New York, 18 July 2023 – Dmytro Kuleba, Foreign Minister of Ukraine, and Achim Steiner, Administrator of the United Nations Development Programme, signed today a Memorandum of Understanding that will allow scaling up UNDP efforts to help Ukraine implement short and long-term recovery projects, including in the areas of war risk insurance, demining, recovering energy infrastructure, support to small and medium-size businesses, and strengthening institutional capacities.

The Memorandum details UNDP and Ukraine’s Foreign Ministry commitment to cooperating in areas of common interest, through “advancing sustained and inclusive economic growth, reducing inequality, and building strong institutions during the recovery process in Ukraine.”

The parties also agree to work together on increasing the resilience of Ukraine’s governance structures and social fabric in the face of the multi-facetted crisis resulting from the aggression by the Russian Federation against Ukraine.[1]

Cooperation will proceed within the recovery and reform priorities of the Government of Ukraine and the UN’s Agenda 2030 for Sustainable Development at the national and local levels, and in line with the priorities of the national and regional development plans of Ukraine.

UNDP Administrator Achim Steiner said Ukraine had made good progress on achieving the UN’s Sustainable Development Goals before the full-scale war, and that recovery should proceed along the same lines.

“UNDP is committed to advancing a sustainable recovery in Ukraine,” Steiner said. “Through our cooperation with the Ministry, we will be working to ensure that the results already achieved in Ukraine are built upon, and that development losses incurred during the war are regained, so that Ukraine makes steady progress towards a resilient and sustainable future.”
