Gender Analysis and Action Plan for the Government and UNDP UXO Programme in Lao PDR

This study, conducted by the United Nations Development Programme (UNDP), focuses on the intersection of gender, poverty, ethnicity, and disability within the UXO (Unexploded Ordnance) sector in Lao People's Democratic Republic (Lao PDR). It aims to analyze and address the systemic inclusion of gender issues in UXO policy and programming. The study provides comprehensive gender and diversity analysis and proposes a four-year Gender and Diversity Action Plan (2023-2026).  

 

Gender mainstreaming is crucial in the UXO sector to ensure the needs and perspectives of women and marginalized groups are considered and addressed. Incorporating gender consideration will enhance the effectiveness of UXO interventions by integrating diverse insights and local knowledge. It will ensure equitable access to UXO clearance and information sharing as well, while promoting participation and empowerment of women in decision making. This approach will reduce disparities and foster inclusive development, ultimately improving overall impact of UXO sector in Lao PDR.  

 

While significant progress has been made on gender and UXO issues internationally, the conclusions of this study mirror findings from previous assessments. There has been little progress on the systemic inclusion of gender issues within UXO policy and programming in Lao PDR. The report references past assessments and their recommendations and updated into a set of 25 recommendations and summarized into four key areas to produce a Gender and Diversity Action Plan.  

 

The Gender and Diversity Action Plan is presented at the end of the report to provide a clear map forward for work by the Government of Lao PDR and UNDP and guidance to address gender and diversity issues across the UXO sector over the next four years.
