The institutional capacity of the government is important for the in-depth implementation of web accessibility standards in the state. The powers and functions of the institutions that are responsible for fulfilling the requirements of digital accessibility at the state level are of particular importance. 

The report contains an overview of relevant practices in five European countries: Denmark, France, Germany, Sweden, and the United Kingdom. Within the framework of the study, for example, key EU directives were analyzed, as well as the national legislation of selected countries on digital accessibility and the protection of the rights of people with disabilities. 

In its conclusions, the study offers recommendations as to which European practices regarding digital accessibility should be implemented in Ukrainian legislation.  

The author of the study is Dmytro Popov, the digital accessibility consultant of the United Nations Development Programme in Ukraine, a web accessibility expert, trainer, and author of online educational courses on web accessibility.
