UNDP and the U.S. Government will equip more police inspectorates in Moldova with modern tools, including for investigating cybercrime

Police inspectorates in several districts of Moldova will be equipped with modern investigative tools and devices to enhance their capacity to react and respond to public order and security threats. Similarly, National Police subdivisions will benefit from specialized hardware and software solutions to support cybercrime investigations. Mobile police stations will be purchased and adapted for field investigation work, crime prevention and road traffic monitoring. The initiatives are part of the project “Support police capacity building in the field of public order and cybercrime in Moldova", implemented by the United Nations Development Programme (UNDP) Moldova, with the support of the Government of the United States of America, through the U.S. Department of States’s Bureau of International Narcotics and Law Enforcement (INL). The project will be implemented from 2024-2025 and will have a total budget of US$2,790,000.

Daniela Gasparikova, UNDP Resident Representative to the Republic of Moldova, noted: "I am delighted to announce this new project financed by the U.S. Government, with whom UNDP has a long-lasting cooperation resulting in improved police services, so people could enjoy more safety and trust police officers. Going forward, we will support modernization of police capabilities to maintain public order and combat cybercrime. This will enable an environment for nurturing next-generation police operations, supported by skills, knowledge, and tools compliant with the demand for modern-style policing.”
The mobile police stations will be housed in specially adapted vehicles, each of which will provide working space for at least three people. In addition to the standard equipment used in police work, the vehicles will be equipped with technologies that allow for rapid location of public-order incidents and prompt interventions.
The project also aims to improve the personal protection of police employees by providing special gear (bullet-proof vests, ballistic helmets, etc.). Technologies for patrolling, surveillance, and detection of incidents on national roads (night vision devices, metal detectors, portable devices for drug detection and automatic license plate readers, etc.) will be delivered.
A notable aspect of the project is to increase police capacity to fight cybercrime. Specialized police subdivisions will be equipped with software and hardware solutions to extract, process and analyze data from various devices and use them in criminal investigations and forensic analysis. Similarly, a series of cybercrime trainings will be organized so that criminal investigation officers have the necessary level of knowledge to detect, track and investigate suspicious or illegal online activities. The aim of these interventions is to strengthen police capabilities to conduct cybercrime investigations, which will streamline work processes and reduce investigation time, helping to fight organized crime and increase citizens’ sense of security in society.
The Ministry of Internal Affairs and the Moldovan Police have a long-standing cooperation with the U.S. Government and UNDP. Over the years, several activities have been carried out to strengthen the institutional and professional capacities of Police employees, to ensure a safe environment for every man and woman in the Republic of Moldova and to increase the level of public confidence in the police.
