This Report explores the crucial role of care system policies in sustainable equitable economic growth, poverty reduction, and improved quality of life, aligning with UN Sustainable Development Goals. Examining the impact of COVID-19 on care responsibilities, particularly for women, the study focuses on Uzbekistan's care economy, emphasizing the least studied yet high-demand areas of caring for children under 3 and the elderly over 70.
Categorizing the care system into institutional, paid home care, and unpaid family care, the study reveals the positive economic effects of investing in the sector. Notably, the expansion of preschool education in Uzbekistan has created substantial job opportunities for women.
Recognizing the care sector's instrumental role in economic performance and quality of life, the study advocates for significant investments, anticipating increased demand due to population aging and high birth rates. Aligning with national strategies, the study emphasizes the urgency of state policies to strengthen social protection and reduce poverty.
Conducted within the framework of the initiative of UNDP in Uzbekistan, the study aims to analyze current care provision, identify critical points, and propose recommendations for an inclusive and sustainable care economy, contributing to overall economic growth and reducing regional inequalities.
