This policy note identifies some possible reforms to strengthen state response models in the face of social protest phenomena, based on a human rights and conflict prevention approach. 

The note is based on the guiding principles established within the framework of international law to ensure the realization of the rights that converge in social protest, as well as good practices to increase institutional capacities for peaceful listening and processing of social demands.
