What we do

As part of the UNFCCC and a Party that ratified the Paris Agreement, Armenia assumed commitments under Article 13 of the Paris Agreement, to regularly provide a national greenhouse gas (GHG) inventory report, submit information necessary to track progress made in implementing and achieving its nationally determined contributions, as well as information related to the adaptation actions and support received.

Building Armenia’s National Transparency Framework under Paris Agreement Project (CBIT Armenia) was designed to strengthen Armenia's institutional and technical capacities to meet the transparency requirements set forth by the Paris Agreement. The Project’s primary objective was to enhance the country's ability to systematically collect, process, and report climate-related data, thereby improving the accuracy and reliability of its greenhouse gas inventories and climate action tracking.

Objective

Leading the process of establishing a measurement, reporting, and verification (MRV) system, CBIT Armenia project aimed to ensure that the country can effectively track its progress in mitigating and adapting to climate change. The Project also contributed to enhancement of institutional and technical capacities, ensuring that Armenia's climate policies and actions are based on sound data and analyses. Ultimately, CBIT Armenia contributed to more informed policy-making, ensuring greater transparency and structurally improved reporting processes based on a solid legislative framework.

Some results so far

• The CBIT Armenia facilitated the adoption of amendments to the Law on Atmospheric Air Protection. Through these amendments the Government defined the GHG inventory development procedure and assigned the Ministry of Environment the task of developing corresponding procedures. Building on these provisions, the Project aided in drafting a Government Decision to establish the procedure for GHG inventory preparation, mandating regular data provision by state institutions and legal entities.

• A series of actions were taken aimed at improving the quality of activity data collected for GHG inventory, from developing National Inventory Improvement Plan, conducting surveys and creating guidelines. 

• Continuous efforts were put into building capacity within Armhydromet as an organization that can coordinate the implementation of certain functions related to the reporting under Paris Agreement. The institution’s experts were involved in the development of National GHG Inventory Report for 1990-2019, receiving hand-on experience from mentor experts hired by the Project. 

• The capacity built in Armhydromet facilitate the implementation of “Development of the First Biennial Transparency Report and the Combined Fifth National Communication and Second Biennial Transparency Report of Armenia to the UNFCCC” UNDP-GEF project.

• A comprehensive stocktaking was conducted to identify data reporting needs and institutional setup for an effective MRV platform. Preparation of Adaptation monitoring and evaluation framework, indicators and standard operating protocols for data collection in agriculture and water sectors was finalizes with the support of the Project.

• A national MRV platform to support GHG inventory data collection and reporting was developed, in accordance with the relevant Government Decision. Operation of the platform was initiated, training of relevant governmental officials performed.

• 17 workshops, seminars and trainings, aimed at enhancing knowledge and professional capacities among representatives of governmental stakeholders as well as NGOs were organized over the course of the project.
