Project Summary:
The overall objective of the project is to advance the digital transformation of the corrections system in Moldova, in compliance with human rights.
Acknowledging the importance of digital transformation in ensuring effective, secure, and transparent corrections activity and, ultimately, delivery of justice, the project will contribute to creating the necessary enabling conditions and support developing the capabilities (at managerial and user levels) required for modernizing the offender file management system.
The project’s overall objective will be achieved by engaging with the Ministry of Justice, National Prison Administration (NPA), National Probation Inspectorate (NPI), e-Governance Agency and other key stakeholders to develop and implement a modernized offender management system for the prison and probation services, as well as to craft a human resources case management system for the prison service.
The new software solutions will equip the prison and probation services with digital tools, knowledge and skills to underpin more effective and transparent work across the corrections system, while harnessing the opportunities of digital technologies. It will seek to increase the level of quality and simplify the work of prison and probation staff by eliminating or significantly reducing the flow of paper documents used or produced as part of their daily work.
Objectives:
- Modern digitalized offender management system developed and implemented;
- Improved digital skills and competencies of NPA and NPI staff;
- Modern digital human resources management system for the prison service developed and implemented.
Expected results:
- In-depth business analysis of current processes related to offender file management aiming to define the perimeter of the new e- system conducted;
- Vision, technical concept and specifications of the for a new offender management system for NPA and NPI developed;
- Software solution for the new offender management system (to include a digital risk assessment tool, data visualization tool, self-service solution to access personal file), developed and implemented;
- Regulatory framework to ensure proper legal grounds for the usage of offender management system reviewed and necessary changes to normative framework developed;
- In-depth business analysis of human resources management within NPI carried out and vision, technical concept and specifications for a new human resources management system developed;
- Software solution for the new human resources management system within NPI developed and implemented;
- Regulatory framework to ensure proper legal grounds for the usage of human resources management system reviewed and necessary changes to normative framework developed;
- Digital skills and competencies of the NPA and NPI management and personnel to understand and efficiently use the e-tools developed with project support enhanced through trainings and peer to peer experience exchange activities;
- ICT equipment to support the operationalization and use of the new digital solutions provided.
