UNDP hosts a workshop on internal anti-corruption policies for Provincial Administrators
November 5, 2024
UNDP and the Department of Prime Minister and National Executive Council (PMNEC) successfully co-facilitated a training on developing and implementing internal anti-corruption policies for Provincial Administrators in Port Moresby on 16-17 October 2024.
The two-day training focused on strengthening the capacity of the Provincial Administrators to develop and implement internal anti-corruption policies for their respective provinces. The Administrators had the opportunity to gain insight on PMNEC’s recently established internal Anti-Fraud, Anti-Corruption & Whistleblower Protection Policy (AAWPP), allowing them to use a practical model as a guide for their own policies.
‘’I thank all the Provincial Administrators who have attended this very important two-day session on developing anti-corruption policies for your provinces. The workshop will increase your understanding about what can be done to mitigate corruption in your administrations. What are the problems, how to identify them, and how to provide solutions,’’ said H.E. Jacques Fradin, the European Union Ambassador to Papua New Guinea in his opening remarks to the participants.
Key topics discussed during the training included the basics of applying an internal anti-corruption policy, common signs of potential fraud and corruption in a public sector department, and the roles and responsibilities of public sector departments in fighting fraud and corruption.
During his remarks, UNDP Deputy Resident Representative, Mr. Aadil Mansoor, expressed UNDP’s enthusiasm for working with the internal audit team of the PMNEC, which achieved an important milestone in August 2023, when the Prime Minister of Papua New Guinea, Hon. James Marape, officially launched an internal Anti-Fraud, Anti-Corruption & Whistleblower Protection Policy for the department.
’This is the first time that a government department has developed such an internal policy on anti-corruption, and I'm proud to say that UNDP, through the EU-funded PNG Anti-Corruption Project, has provided technical assistance for the drafting of this policy,’’ Mr. Mansoor stated.
Mr. Barry Egu, the Principal Auditor of the Internal Audit Branch of the Department of Prime Minister and National Executive Council thanked UNDP for its guidance and support in establishing the policy.
“Having such a policy is crucial as it highlights our commitment to upholding integrity and transparency. Our aim is for the policy to be implemented across the entire public service. The very reason for this training is to build your knowledge on the policy and to use it as model to design policies for your individual administrations,’’ he said.
Twenty Provincial Administrators from around the country participated in the training held under the European Union -funded PNG Anti-Corruption Project, implemented by UNDP and UNODC.
